In 2018, Pacifico Energy established its Korean subsidiary, Pacifico Energy Korea, signaling its entrance into the Korean renewable energy development market. Pacifico Energy Korea is developing a 3.2 GW offshore wind project cluster in Jindo County, South Jeolla Province, one of the largest offshore wind project clusters of its kind in the Asia-Pacific region, and eyeing the development of an additional 2-3 GW of offshore wind projects in other parts of the country. Pacifico Energy Korea also has a 270+ MW solar power generation pipeline in North Chungcheong and South Jeolla Provinces. Pacifico Energy Korea is eyeing expansion into other renewable energy sectors, including energy storage systems and green hydrogen, as well as enhancing strong partnerships with the local supply chain.

William Nathan Franklin, Group CEO and Chairman
Nate is CEO and Chairman of Pacifico Energy group with 20 years of experience working with utility-scale renewable energy development projects in the U.S. and across the Asia-Pacific region. He founded Pacifico Energy in 2012 and expanded the renewable energy portfolio into the emerging Asia Pacific market, a crucial region for global decarbonization. Prior to starting Pacifico Energy, Nate worked as Director of Solar Development at BP, as Vice President of alternative energy at Jaco Oil, and as a Developer of Edison Mission Energy, focusing on “Energy Transition.” He was involved in the development of over 1 GW of solar PV projects in southwestern U.S. from 2008 to 2012. He graduated from the University of California Berkeley with a BA in Economics and earned his MBA from the Anderson School of Management at the University of California Los Angeles.

Seung-Ho Choe, Representative Director
Seung-Ho is Representative Director of Pacifico Energy Korea. He has overall end-to-end responsibility for Pacifico Energy Korea’s business, expanding its presence and visibility, overseeing the successful development of a 3.2 GW offshore wind project cluster in Jindo County, South Jeolla Province, and developing new renewable sectors such as energy storage systems and green hydrogen, as well as building the company’s strong partnerships with the local supply chain. He has over 30 years of experience in renewable energy project development, infrastructure development, investment and private equity, debt and equity financing, and M&A transactions in various sectors, including offshore wind, power, and energy. Prior to joining Pacifico Energy Korea, Seung-Ho was Country Manager for Ørsted Korea. In addition, he was a partner in several international law firms in the U.S. and in Korea, advising some of the largest corporations in the Asia-Pacific region and abroad. He graduated from the University of Maryland with a BS in International Marketing and holds a JD from the Georgetown University Law Center.

Seung-Jun Lee, Vice President and Head of Project Development
Seung-Jun currently serves as Vice President and Head of Project Development at Pacifico Energy Korea, spearheading the 3.2 GW Jindo offshore wind project cluster, one of the largest offshore wind project clusters of its kind in the Asia-Pacific region. Prior to his current position, he held key leadership roles, including Interim Country Manager and Programme Development Director for Ørsted Korea for the 1.6GW offshore wind project in Incheon, Korea. Seung-Jun gained valuable experience in managing engineering, procurement, and construction (EPC) projects for reputable global organizations such as Siemens Energy and Samsung C&T across diverse international landscapes over 28 years.

Donghyo Yoo, Head of Commercial
Donghyo Yoo is Managing Director and Head of Commercial at Pacifico Energy Korea, where he drives the company’s growth by overseeing accounting and financial operations including cash management and investment strategies. Following his MBA from McGill University, Donghyo has spent over 20 years advising on and arranging infrastructure and energy projects at leading domestic and international financial institutions. A specialist in the infrastructure and energy sector, he has successfully established and managed numerous funds, bringing a wealth of experience and knowledge that is a vital asset to Pacifico Energy Korea.

Donghyo Yoo

Jerry Ryu, Head of Communications & Public Affairs
Jerry is Managing Director and Head of Communications and Public Affairs for Pacifico Energy Korea. He leads corporate and marketing communications, community engagement, corporate and government partnerships, and environmental sustainability for the company. Prior to joining the company, Jerry played a crucial role at an international offshore wind developer to secure a 1.6 GW Electricity Business License, which was Korea’s largest offshore wind project at the time, overseeing communications and public affairs as well as Iocal government and fishery stakeholder engagement. Beyond the offshore wind sector, he has worked for 20 years in market entry, stakeholder engagement, and legislation efforts across industries. He was honored by the Minister of Trade, Infrastructure, and Energy for contributing to attracting and promoting foreign investment in 2018.

Jerry Ryu

Juwan Kim, Technical Director
Juwan Kim is Technical Director at Pacifico Energy Korea, where he leads all technical disciplines for the company’s large-scale offshore wind portfolio. His responsibilities include the comprehensive management of environmental impact assessment (EIA), site investigation (SI), and front-end engineering design (FEED). Previously, Juwan served as Package Manager for the Jeonnam Offshore Wind Project from 2021 to 2025, successfully delivering the project to commercial operation. He brings over 20 years of experience across both offshore and onshore engineering, procurement, and construction (EPC) projects, gained during his tenure at Samsung Heavy Industries and GS Engineering & Construction.

Juwan Kim

Nabin Kwag, Procurement Director
Nabin Kwag is Procurement Director at Pacifico Energy Korea. She oversees the supply chain strategy, procurement and contract management for the 3.2GW Jindo offshore wind cluster. Prior to joining the company, she accumulated nearly 20 years of experience in procurement, sourcing, contract management, and supply chain strategy development at Samsung Heavy Industries, Aramco, and Ørsted. Notably, she has demonstrated exceptional capabilities in developing and managing supply chains across all phases of offshore wind projects, working with key suppliers in Korea, Taiwan, Japan, Denmark, and other major markets to establish stable and sustainable supply chains. Nabin holds dual bachelor’s degrees in political science and business administration from Pusan National University.

Hyunji Lim, Human Resources Director
Hyunji is Senior Manager of Human Resources at Pacifico Energy Korea where she supports the company's business growth by managing all HR matters, including implementing HR policies and systems management and operations. Before joining Pacifico Energy Korea, Hyunji accumulated 15+ years of cross-industry experience in multinational corporations. During her years of service as an HR professional, she was responsible for executing various HR functions, including HR systems management in alignment with business & organizational culture/values, recruitment, performance management, compensation and benefits. Hyunji began her career at the British Council Korea after obtaining a BA degree from Sookmyung Women’s University.

Constantine Jegal, Senior Manager of Project Development
Constantine is Senior Manager at Pacifico Energy Korea. He is responsible for, among others, feasibility assessments, permitting, and regulatory compliance for the successful implementation of the 3.2 GW Jindo offshore wind project cluster. Prior to joining Pacifico Energy Korea, Constantine worked at Korea Western Power and SK E&S, where he specialized in renewable energy development and project financing both domestically and internationally. He has a proven track record of successfully developing solar, wind, and ESS projects in the Asia-Pacific region. Constantine holds a degree in Economics from Korea University.

Jeonghun Lee, Senior Technical Manager
Jeonghun Lee is Senior Technical Manager at Pacifico Energy Korea, responsible for engineering and permitting execution for the company’s large-scale offshore wind project cluster in Korea. He focuses on work planning, environmental impact assessment (EIA), permitting-related technical reviews, and the management of key design and site investigation (SI) activities. Prior to joining Pacifico Energy Korea in 2022, he spent a decade at leading domestic construction and engineering firms, where he developed extensive expertise in large-scale infrastructure and offshore wind design.

Nayoung An, Senior Manager of HR & Admin
Nayoung An serves as Senior Manager, HR and Admin, at Pacifico Energy Korea, where she manages HR systems and office operations across the company’s offshore wind portfolio. She has played a key role in enhancing organizational efficiency and fostering a resilient corporate culture. Prior to joining the Pacifico Energy Korea team, she spent over 15 years at the British Council Korea, building an extensive career across HR management, business support, and office operations.

Hyung-Goo Baek is a Manager in the Commercial team at Pacifico Energy Korea, where he is responsible for financial and accounting functions. He has been with the company since 2023, managing financial reporting, treasury, tax, and audit coordination, ensuring stable financial management for the 3.2 GW Jindo offshore wind project cluster. Before joining the company, Hyung-Goo began his professional career at an accounting firm.
