Pacifico Energy Korea signs agreement to promote Jeollanamdo Province’s offshore wind industry and revitalize the Daebul Industrial Complex
Pacifico Energy Korea has jointly signed a “Cooperation Agreement for the Development of the Offshore Wind Industry and Revitalization of the Daebul Industrial Complex” with three local governments — Jeollanam-do, Jindo-gun, and Yeongam-gun — and Yuil Co., Ltd., an offshore wind equipment supplier located in the Daebul Industrial Complex in Yeongam-gun, Jeollanam-do. Based on this agreement, Pacifico Energy Korea, together with Jeollanam-do, Jindo-gun, Yeongam-gun, and Yuil, plans to seek practical cooperation measures for administrative support regarding its 3.2GW offshore wind farm cluster project currently under development in Jindo-gun, Jeollanam-do, and for establishing an offshore wind industry ecosystem in Jeollanam-do.

The signing ceremony was held on June 18 at the Expo Hall of Yeosu Expo Convention Center in Jeollanam-do. Attendees included Young-rok Kim, Governor of Jeollanam-do; Seon Joo Kim, Deputy Mayor of Jindo-gun; Seung Hee Woo, Governor of Yeongam-gun; Seung-Ho Choe, Representative Director of Pacifico Energy Korea; In Suk Yu, President and CEO of Yuil; and other mayors and governors from cities and counties within Jeollanam-do who are leading the growth of the offshore wind industry and the province’s energy future, along with executives from 18 power generation companies and representatives from over 30 equipment suppliers.
The signing ceremony was held as part of the “2025 Jeollanam-do Offshore Wind Industry Expo,” hosted by Jeollanam-do and the Jeonnam Wind Power Association. It was introduced as a best practice case of cooperation among Jeollanam-do cities and counties, offshore wind developers, and equipment manufacturers for the development of the province’s offshore wind industry and the revitalization of the regional economy, including the Daebul Industrial Complex.
Under this agreement, Pacifico Energy Korea will establish a supply chain for key equipment such as turbines, substructures, and blades, secure rear port sites and installation vessels, and lead the clustering of related industries, including the establishment of an offshore wind operation and maintenance (O&M) center. Through these efforts, the company will actively cooperate to elevate the international competitiveness of Jeollanam-do’s offshore wind sector.

Seung-Ho Choe, Representative Director of Pacifico Energy Korea, stated, “Pacifico Energy Korea is focusing on discovering and expanding partnerships with local offshore wind supply chain companies to drive the development of the 3.2GW Jindo Offshore Wind Project Cluster and promote Jeollanam-do’s offshore wind industry. The 3.2GW Jindo offshore wind farm cluster will significantly contribute to making Jeollanam-do the hub of the Asia-Pacific offshore wind industry. Starting with this agreement with Yuil, Pacifico Energy Korea will build step-by-step partnerships with local suppliers in Jeollanam-do and continue supporting the elevation of the province’s offshore wind industry status in the Asia-Pacific market.”
Meanwhile, the 3.2GW Jindo offshore wind farm cluster under development by Pacifico Energy Korea is the largest offshore wind farm cluster in a single area being pursued by a single developer not only in Korea but also in the Asia-Pacific region. It consists of three sites: Myeong Ryang Offshore Wind (420MW), Manho Offshore Wind (990MW), and Jindo Baram Offshore Wind (1.8GW). The first phase, Myeong Ryang Offshore Wind, is currently undergoing the power generation business license process, while the second phase, Manho Offshore Wind, and the third phase, Jindo Baram Offshore Wind, have completed wind resource measurements and are currently preparing for the power generation business license process.
